'scattering seed around some place' is the wordplay.
'scattering' indicates an anagram.
'around' means one lot of letters goes inside another.
'some place' becomes 'ce' (I am not sure about this - if you are sure you should give a lot more credence to this answer).
'seed' anagrammed gives 'sede'.
'sede' enclosing 'ce' is 'SECEDE'.
