I believe the answer is:
wets
'namby-pambies' is the definition.
'raising fuss' is the wordplay.
'raising' says the letters should be written in reverse.
'fuss' becomes 'stew' (I've seen this in another clue).
'stew' written backwards gives 'WETS'.
(Other definitions for wets that I've seen before include "Applies moisture" , "Moistens" .)
I've seen this clue in The Everyman puzzle in The Observer.
