Both the definition and answer are past participle verbs.
Perhaps they are linked in a way I don't understand?

'looked around the end of the street' is the wordplay.
'looked' becomes 'peered' (peering is a kind of looking).
'around' is an insertion indicator.
'the end of the street' becomes 't' (I can't justify this - if you can you should believe this answer much more).
'peered' going around 't' is 'PETERED'.
