Although both the answer and definition are singular nouns, I can't understand how they can define each other.

'rayner's moral responsibility with record' is the wordplay.
I cannot quite see how this works, but
'record' could be 'ep' (abbreviation for extended play record) and 'ep' is present in the answer.
'responsibility' could be 'duty' (synonyms) and 'duty' is present in the remaining letters.
This accounts for all the letters.
This explanation may well be incorrect...
