I believe the answer is:

'imply' can be an answer for 'mean' (I've seen this before). I'm unsure of the 'really' bit.
'crossword setter's one of several contributing to paper' is the wordplay.
I cannot really understand how this works, but
'setter's' could be 'im' (I am - referring to the crossword setter) and 'im' is found within the answer.
The remaining letters 'ply' is a valid word which might be clued in a way I don't understand.
This may be the basis of the clue (or it may be nonsense).
