(I have seen 'ancient region' mean 'wessex' so perhaps 'region' could also mean 'wessex')

'welsh county' is the wordplay.
'welsh' becomes 'w'.
'county' becomes 'essex' (I've seen this before).
'w'+'essex'='WESSEX'
