I know nothing about this answer so I can't tell whether it can be defined by this definition.

'regularly man bursts on' is the wordplay.
I cannot quite understand how this works, but
'regularly' could be 'oft' (often) and 'oft' is present in the answer.
'man' could be 'he' (he refers to a man) and 'he' is found within the answer.
'bursts' could be 'pops' (I've seen this in another clue) and 'pops' is found within the answer.
'on' could be 'to' and 'to' is found in the answer.
A single letter 'p' remains which might be clued in a way I don't see.
