Although both the answer and definition are past participle verbs, I can't understand how they can define each other.
'be exhausted' is the wordplay.
'be' becomes 'given' (I am not sure about this - if you are sure you should believe this answer much more).
'exhausted' becomes 'out' (I've seen this in other clues).
'given'+'out'='GIVEN OUT'
