This clue could be a double definition.

'representative' is the first definition.
(I have seen 'Legislative representative ' mean 'member' so perhaps 'representative' could also mean 'member')

'private part' is the second definition.
'member' can be an answer for 'part' (member is a kind of part). I am unsure of the 'private' bit.
