'around' could be 'c' (abbreviation for 'circa') and 'c' is located in the answer.
'country' could be 'us' (US is an example) and 'us' is found in the answer.
'charged' could be 'live' (I've seen this before) and 'live' is found in the leftover letters.
This accounts for all the letters.
This may be the basis of clue (or it may be nonsense).
