'enter' means one lot of letters goes inside another.
'shelters' becomes 'havens' (haven is a kind of shelter).
'to' back-to-front is 'ot'.
'ot' placed into 'havens' is 'HAVE-NOTS'.
'for' acts as a link.
(Another definition for have-nots that I've seen is " People who do not possess wealth or privilege".)
