(I've seen this before)
'water source racket' is the wordplay.
I cannot really understand how this works, but
'water' could be 'well' (well water is a kind of water) and 'well' is located in the answer.
The remaining letters 'todo' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...
