I believe the answer is:
ascend
'rise' is the definition.
(I know that rise can be written as ascend)
'out an email command' is the wordplay.
'out' is an insertion indicator.
'an' becomes 'a'.
'email' becomes 'send' (I've seen this in another clue).
'command' becomes 'c' (this could be a standard abbreviation of which I'm unaware).
'a'+'send'='asend'
'asend' going around 'c' is 'ASCEND'.
'and call' acts as a link.
