I believe the answer is:
stand-up
'rise of the joker' is the definition.
'stand up' can be an answer for 'rise' (I've seen this before). I am not certain of the 'of the joker' bit.
'rise of' is the wordplay.
I cannot quite see how this works, but
'rise' could be 'stand' (I've seen this in another clue) and 'stand' is found in the answer.
The remaining letters 'up' is a valid word which might be clued in a way I don't see.
This may be the basis of the clue (or it may be nonsense).
