'rising' says the letters should be written in reverse (going up in a down clue).
'river' becomes 'tees' (River Tees).
'surrounds' means one lot of letters goes inside another.
'edges of' suggests removing the centre.
'tackier' with its centre taken out is 'tr'.
'tees' in reverse letter order is 'seet'.
'seet' going around 'tr' is 'STREET'.
