(I've seen this before)

'rising star getting ovation outwardly' is the wordplay.
'rising' shows that the letters should be reversed in order (letters written upwards in a down clue).
'star' becomes 'rigel' (star in the constellation Orion).
'getting' means one lot of letters go next to another.
'outwardly' says to hollow out the word (remove centre letters) (only the outermost letters are used).
'ovation' with its middle taken out is 'on'.
'rigel' written backwards gives 'legir'.
'legir'+'on'='LEG-IRON'
