caesarian

(I know that caesarian is a type of delivery)

'roman and scot' is the wordplay.
'roman' becomes 'Caesar' (Caesar is an example).
'and' says to put letters next to each other.
'scot' becomes 'ian'.
'caesar'+'ian'='CAESARIAN'

'making' is the link.

(Other definitions for caesarian that I've seen before include "operation" , "Section" , "in imperial style" .)
