I cannot quite understand how this works, but
'car' could be 't' and 't' is found in the answer.
'hotel' could be 'h' (phonetic alphabet: alpha, bravo, charlie etc.) and 'h' is located in the answer.
'alpha' could be 'a' (phonetic alphabet: alpha, bravo, charlie etc.) and 'a' is located in the answer.
'city' could be 'rio' (Rio de Janeiro) and 'rio' is present in the answer.
The remaining letters 'lo' is a valid word which might be clued in a way I don't understand.
This may be the basis of the clue (or it may be nonsense).
