(I know that rotter can be written as so-and-so)

'thus meeting another?' is the wordplay.
I cannot quite understand how this works, but
'thus' could be 'so' (synonyms) and 'so' is found in the answer.
'another?' could be 'o' (I've seen this in other clues) and 'o' is present in the answer.
The remaining letters 'ands' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...
