I believe the answer is:

twaddle

'rubbish' is the definition.
(I've seen this in another clue)

'tango stumble and sway' is the wordplay.
I cannot really see how this works, but
'tango' could be 't' (phonetic alphabet: alpha, bravo, charlie etc.) and 't' is found within the answer.
The remaining letters 'waddle' is a valid word which might be clued in a way I don't understand.
This explanation may well be incorrect...
