returning

'on the way back' is the definition.
(I've seen this in another clue)

'runner hampered with it good' is the wordplay.
'hampered with' is an anagram indicator ('hampered' can mean entangled).
'good' becomes 'g' (abbreviation).
'runner' mixed up with 'it' can make 'returnin'.
'returnin'+'g'='RETURNING'

(Other definitions for returning that I've seen before include "Going or taking back" , "Yielding" , "On the way back" , "Coming back" .)
