I believe the answer is:

'charlatan' can be an answer for 'fraud' (I've seen this in another clue). I'm not sure about the 'a cleaner' bit.

'sa' becomes 'char' (I am not sure about this - if you are sure you should give a lot more credence to this answer).
'province' becomes 'natal' (I have seen 'old province' mean 'natal' so perhaps 'province' could also mean 'natal').
'returned' says the letters should be written in reverse.
