I can't tell whether this defines the answer.

'at' means one lot of letters go next to another.
'most' means to remove the first letter.
'unsatisfactory' indicates anagramming the letters (I've seen this in other clues).
'last' with its first letter taken off is 'ast'.
'lies'+'ast'='liesast'
'liesast' anagrammed gives 'asliest'.
'me'+'asliest'='MEASLIEST'
