I cannot really understand how this works, but
'state' could be 'ny' (abbreviation for New York the US state) and 'ny' is present in the answer.
'contest' could be 'game' (game is a kind of contest) and 'game' is located in the leftover letters.
This may be the basis of the clue (or it may be nonsense).
