'with' is a charade indicator (letters next to each other).
'almost' means to remove the last letter (most of the word but not all of it).
'melting' is an anagram indicator.
'ice' with its last letter removed is 'ic'.
'someone' put after 'ic' is 'icsomeone'.
'icsomeone' with letters rearranged gives 'ECONOMISE'.

(Other definitions for economise that I've seen before include "budget" , "Scrimp" , "cut services" , "Keep down costs" , "make cuts" .)
