I believe the answer is:
dry rot
'problem in the house' is the definition.
'dry rot' can be an answer for 'problem' (I have seen 'domestic problem' mean 'dry rot' so perhaps 'problem' could also mean 'dry rot'). I'm not certain of the 'in the house' bit.
I don't understand how the rest of the clue works.
