I believe the answer is:
flick through
'scan' is the definition.
The answer and definition can be both to do with perception as well as being verbs in their base form.
Perhaps you can see an association between them that I can't see?
'picture and most of the sketch' is the wordplay.
'picture' becomes 'flick' (synonyms).
'and' means one lot of letters go next to another.
'most of the sketch' becomes 'through' (I am not sure about this - if you are sure you should give a lot more credence to this answer).
'flick'+'through'='FLICK THROUGH'
