I believe the answer is:

'tattoo' can be an answer for 'display' (I have seen 'Military display ' mean 'tattoo' so perhaps 'display' could also mean 'tattoo'). I'm not certain of the 'for queen?' bit.
'scrap over' is the wordplay.
'scrap' becomes 'tat' (I can't justify this - if you can you should believe this answer much more).
