'placed athlete' becomes 'runner' (runner is a kind of athlete. I am not sure about the 'placed' bit.).
'has' is a charade indicator (letters next to each other).
'risen' becomes 'up' (similar in meaning).
'runner'+'up'='RUNNER-UP'
