Crossword Genius

Second-rate tea, primarily, and where it's put? (6)

Ross

I believe the answer is:

tinpot

'second-rate' is the definition.
Both the definition and answer are adjectives.
Maybe there's a link between them I don't understand?

'tea primarily and where it's put?' is the wordplay.
I cannot really see how this works, but
'tea' could be 't' (I've seen this in other clues) and 't' is found within the answer.
'and' could be 'n' (common abbreviation for 'and') and 'n' is located in the answer.
'it' could be 't' (abbreviation. e.g. in 'tis) and 't' is found in the answer.
This explanation may well be incorrect...

(Other definitions for tinpot that I've seen before include "Ineffective" , "Pathetic" , "Worthless" , "Paltry" , "useless" .)

I've seen this clue in The Times.
