(I've seen this before)

'sections among rowers' is the wordplay.
I cannot quite see how this works, but
'rowers' could be 'eight' (eight can mean a crew of eight rowers) and 'eight' is found in the answer.
This explanation may well be incorrect...

'finding' acts as a link.
