Maybe there's a link between them I don't understand?

I cannot quite understand how this works, but
'about' could be 're' ('re' means regarding or about) and 're' is found in the answer.
'fill' could be 'load' (loading is a kind of filling) and 'load' is located in the answer.
This accounts for all the letters.
This may be the basis of the clue (or it may be nonsense).
