I believe the answer is:

energise

'charge' is the definition.
('charge'->'energize' is in my internal thesaurus and 'ize'->'ise')

'seeing drunk grabbing queen' is the wordplay.
'drunk' is an anagram indicator.
'grabbing' indicates putting letters inside.
'queen' becomes 'ER' (short for Elizabeth Regina ie Queen Elizabeth).
'seeing' anagrammed gives 'engise'.
'engise' going around 'er' is 'ENERGISE'.
