Although both the answer and definition are verbs in their base form, I don't understand how they can define each other.

'indifferent to being hot wrapped up in rugs' is the wordplay.
I cannot quite understand how this works, but
'hot' could be 'h' (abbreviation eg on taps) and 'h' is found in the answer.
an anagram of 'rugs' is 'srug' which is located in the left over letters.
This accounts for all the letters.
This explanation may well be incorrect...
