Seen to pull up in a rush (8)

I believe the answer is:
regarded
'seen' is the definition.
('regard' can be a synonym of 'see')
'pull up in a rush' is the wordplay.
'pull' becomes 'drag' (drag is a kind of pull).
'up' says the letters should be written in reverse (in down clue: letters go upwards).
'in' means one lot of letters goes inside another.
'a rush' becomes 'reed' (I've seen this before**).
'drag' written backwards gives 'gard'.
'gard' inserted inside 'reed' is 'REGARDED'.
'to' is the link.
(Other definitions for regarded that I've seen before include "Looked at and esteemed" , "Watched" , "Considered or deemed to be" .)
