Seize the tenth queen? (5)

Ross

I believe the answer is:

annex

I'm a little stuck... Click here to teach me more about this clue!

'seize' is the definition.
(I know this)

'the tenth queen?' is the wordplay.
I cannot quite see how this works, but
'queen?' could be 'anne' (Queen Anne, 18th-century queen) and 'anne' is found within the answer.
'the tenth' could be 'x' (Roman numeral) and 'x' is located in the answer.
This accounts for all the letters.
This may be the basis of the clue (or it may be nonsense).

Can you help me to learn more?

(Other definitions for annex that I've seen before include "Add as an extra part" , "Grab" , "Append" , "Take (land) by conquest" , "Attach(ment)" .)

I've seen this clue in The Irish Independent.
