I believe the answer is:

I'm a little stuck... Click here to teach me more about this clue!

'self-important' is the definition.
(I've seen this in another clue)

'hercules on a bender?' is the wordplay.
I cannot really understand how this works, but
'a' could be 'an' and 'an' is present in the answer.
This explanation may well be incorrect...

'as' acts as a link.

Can you help me to learn more?

(Other definitions for high and mighty that I've seen before include "Domineering" , "Self-important" , "Important, influential and arrogant" , "Arrogant - pompous" , "Acting as if one believes one is very important" .)

I've seen this clue in The Times.
