(I've seen this before)

'setter perhaps on and on about flipping' is the wordplay.
I cannot quite understand how this works, but
'setter' could be 'dog' (a setter is a type of dog) and 'dog' is found in the answer.
'on' could be 're' (regarding) and 're' is present in the answer.
The remaining letters 'gel' is a valid word which might be clued in a way I don't understand.
This explanation may well be incorrect...
