'setter values' is the wordplay.
'setter' becomes 'I' (the person that set the crossword).
'values' becomes 'rate' (I can't justify this - if you can you should give a lot more credence to this answer).
'i'+'rate'='IRATE'

(Other definitions for irate that I've seen before include "Angry and incensed" , "become irritated" , "Angry, enraged" , "ranting" , "Mad" .)
