Settlement is arrived at in the end (10)
I believe the answer is:
conclusion
'settlement' is the definition.
(I know that conclusion is a type of settlement)
'arrived at in the end' is the wordplay.
I cannot quite see how this works, but
'at' could be 'on' (location) and 'on' is found in the answer.
This may be the basis of the clue (or it may be nonsense).
'is' acts as a link.
Can you help me to learn more?
(Other definitions for conclusion that I've seen before include "Ending" , "End; decision" .)
