'economic cycle' is the definition.
(economic cycle of prosperity followed by collapse)

'shilling taken from chest with another' is the wordplay.
I cannot quite see how this works, but
'shilling' could be 's' and 's' is located in the answer.
'with' could be 'and' and 'and' is found in the answer.
This explanation may well be incorrect...

'in' acts as a link.
