I believe the answer is:

tremor

(I have seen 'Small shock ' mean 'tremor' so perhaps 'shock' could also mean 'tremor')

'city rising after treasurer cleared out' is the wordplay.
'city' becomes 'rome' (Rome is an example).
'rising' shows that the letters should be reversed in order (going up in a down clue).
'after' means one lot of letters go next to another.
'cleared out' says to hollow out the word (remove centre letters).
'treasurer' with its centre taken out is 'tr'.
'rome' reversed gives 'emor'.
'emor' put after 'tr' is 'TREMOR'.
