'shone the light' is the definition.
The answer and definition can be both to do with contact as well as being past participle verbs.
Maybe you can see a link between them that I can't see?
'on a man up against the outhouse' is the wordplay.
'on' says to put letters next to each other.
'a man' becomes 'alf' (short for Alfred).
'up against' shows that the letters should be reversed in order.
'the outhouse' becomes 'shed' (a shed is an outside building).
'alf' written backwards gives 'fla'.
'fla' put next to 'shed' is 'FLASHED'.
