I believe the answer is:

endeavour

'shot' is the definition.
(both can mean an attempt)

'bound at any time to be heard' is the wordplay.
I cannot quite understand how this works, but
'bound' could be 'end' (end is a kind of bound) and 'end' is found within the answer.
This explanation may well be incorrect...
