'palms' can be an answer for 'hands'. I am not certain of the 'all' bit.

'signs of victory seen on' is the wordplay.
'signs of' becomes 's' (I can't explain this - if you can you should give a lot more credence to this answer).
'victory' becomes 'palm' (I've seen this in another clue).
'seen on' is a charade indicator (letters next to each other).
's' put after 'palm' is 'PALMS'.
