'skill' becomes 'art' (both can mean a talent).
'about' says the letters should be written in reverse.
'carrying' means one lot of letters goes inside another.
'common person' becomes 'oik' (I can't justify this - if you can you should give a lot more credence to this answer).
'art' written backwards gives 'tra'.
'tra' enclosing 'oik' is 'TROIKA'.
