'socialist' becomes 'red' (red can informally mean a socialist).
'raised' says the letters should be written backwards (going up in a down clue).
'close' becomes 'by' (I've seen this in other clues).
'red' in reverse letter order is 'der'.
'der'+'by'='DERBY'
