Both the answer and definition are adjectives. Perhaps they are linked in a way I don't understand?

'some expat bringing in hard worker? that's not' is the wordplay.
'some' says to take the centre.
'bringing in' indicates putting letters inside.
'hard worker?' becomes 'ant'.
'that's not' becomes 'hom' (I can't explain this - if you can you should give a lot more credence to this answer).
The middle of 'expat' is 'p'.
'ant' inserted into 'hom' is 'hantom'.
'p'+'hantom'='PHANTOM'
