'cold and drooping' is the wordplay.
'cold' becomes 'c' (abbreviation, eg on taps).
'and' means one lot of letters go next to another.
'drooping' becomes 'lank' (I am not sure about this - if you are sure you should give a lot more credence to this answer).
'c'+'lank'='CLANK'
