'food' becomes 'chow' (chow is a kind of food**).
'and' means one lot of letters go next to another.
'wine possibly' becomes 'red' (wine is a kind of red).
'served up' says the letters should be written in reverse.
'red' written backwards gives 'der'.
'chow'+'der'='CHOWDER'

(Other definitions for chowder that I've seen before include "Thick fish stew" , "possible first course?" , "Rich seafood soup" , "Fish soup for cowherd" , "clammy" .)
